add gokr-pull-firmware and gokr-pull-kernel
...
These tools automatically create pull requests for the latest upstream
version of the Raspberry Pi firmware and Linux
kernel (respectively). They are to be run periodically, e.g. via
Travis cron jobs.

create base64-encoded blobs instead of including raw content
...
I’m not entirely sure why, but it seems like some part of the stack
cannot deal with the raw binary content.
